近年來，隨著我國(guó)農(nóng)業(yè)機(jī)械化的不斷推進(jìn)，進(jìn)口農(nóng)業(yè)機(jī)械的數(shù)量呈逐年上升勢(shì)頭特別是二手青貯機(jī)，舊青儲(chǔ)機(jī)，二手棉花采摘機(jī)，二手葡萄西紅柿收獲機(jī)，二手甘蔗收獲機(jī)，二手大豆水稻收割機(jī)等進(jìn)口農(nóng)業(yè)機(jī)械對(duì)于促進(jìn)地方經(jīng)濟(jì)發(fā)展發(fā)揮了重要的作用。但部分進(jìn)口農(nóng)業(yè)機(jī)械存在安全隱患，在使用過程中給農(nóng)戶帶來了一定的經(jīng)濟(jì)損失。
為有效防止不合格農(nóng)業(yè)機(jī)械進(jìn)入我國(guó)，提高進(jìn)口農(nóng)業(yè)機(jī)械質(zhì)量安全，根據(jù)《農(nóng)業(yè)機(jī)械安全監(jiān)督管理?xiàng)l例》第十三條、《進(jìn)出口商品檢驗(yàn)法實(shí)施條例》第四條有關(guān)規(guī)定，現(xiàn)就做好2014年部分進(jìn)口農(nóng)業(yè)機(jī)械質(zhì)量安全抽查驗(yàn)證工作公告如下：
各地出入境檢驗(yàn)檢疫機(jī)構(gòu)對(duì)列入《強(qiáng)制性產(chǎn)品認(rèn)證目錄》的植物保護(hù)機(jī)械（進(jìn)出口稅則號(hào)：8424810000）和輪式拖拉機(jī)（進(jìn)出口稅則號(hào)：8701901190）加強(qiáng)口岸驗(yàn)證，***核查其是否取得有效的強(qiáng)制性產(chǎn)品認(rèn)證證書及加貼認(rèn)證標(biāo)志情況。植保機(jī)械包括背負(fù)式噴霧噴粉機(jī)、背負(fù)式動(dòng)力噴霧機(jī)、背負(fù)式噴霧器、背負(fù)式電動(dòng)噴霧器、壓縮式噴霧器、踏板式噴霧器、煙霧機(jī)、擔(dān)架式（手推車式、車載式）機(jī)動(dòng)噴霧機(jī)、噴桿式噴霧機(jī)、風(fēng)送式噴霧機(jī)。輪式拖拉機(jī)包括單缸柴油機(jī)或功率不大于18.40kw（25馬力）的多缸柴油機(jī)為動(dòng)力的輪式拖拉機(jī)。

二、各口岸及目的地檢驗(yàn)檢疫機(jī)構(gòu)應(yīng)加強(qiáng)對(duì)進(jìn)口棉花收獲機(jī)的***抽查，依照《進(jìn)口棉花收獲機(jī)安全性能檢驗(yàn)項(xiàng)目表》（見附件），對(duì)棉花收獲機(jī)的安全要求、標(biāo)志標(biāo)識(shí)和使用說明書實(shí)施驗(yàn)證。驗(yàn)證可通過采信具備相應(yīng)資質(zhì)的第三方檢驗(yàn)機(jī)構(gòu)出具的檢驗(yàn)報(bào)告或自行抽樣檢驗(yàn)（區(qū)分生產(chǎn)企業(yè)和型號(hào)，抽樣比例為10%）等方式實(shí)施。對(duì)于在目的地檢驗(yàn)檢疫機(jī)構(gòu)事先辦理備案、聲明等相關(guān)手續(xù)的進(jìn)口棉花收獲機(jī)，由目的地檢驗(yàn)檢疫機(jī)構(gòu)實(shí)施驗(yàn)證及相關(guān)監(jiān)管，口岸檢驗(yàn)檢疫機(jī)構(gòu)免于抽查。

三、進(jìn)口農(nóng)業(yè)機(jī)械的生產(chǎn)者（含供貨商或進(jìn)口者）應(yīng)依照質(zhì)檢總局、工商總局、***、***《農(nóng)業(yè)機(jī)械產(chǎn)品修理、更換、退貨責(zé)任規(guī)定》的有關(guān)規(guī)定，承擔(dān)進(jìn)口農(nóng)業(yè)機(jī)械相應(yīng)的三包責(zé)任。銷售者在交付進(jìn)口農(nóng)業(yè)機(jī)械時(shí)，應(yīng)當(dāng)向使用者提供海關(guān)出具的貨物進(jìn)口證明和檢驗(yàn)檢疫機(jī)構(gòu)出具的入境貨物檢驗(yàn)檢疫證明。
四、如在抽查驗(yàn)證過程中發(fā)現(xiàn)質(zhì)量安全問題，各直屬檢驗(yàn)檢疫局應(yīng)要求進(jìn)口收貨人進(jìn)行限期整改或技術(shù)處理，同時(shí)按照《進(jìn)出口工業(yè)品風(fēng)險(xiǎn)預(yù)警和快速反應(yīng)管理規(guī)定》的有關(guān)要求報(bào)質(zhì)檢總局。對(duì)于經(jīng)整改后仍不符合***有關(guān)標(biāo)準(zhǔn)的，應(yīng)按照《進(jìn)出口商品檢驗(yàn)法實(shí)施條例》第十九條、第二十條的有關(guān)規(guī)定采取相應(yīng)措施。
