全斷面隧道掘進(jìn)機(jī)又稱為全斷面掘進(jìn)機(jī)、盾構(gòu)機(jī)；臺(tái)灣譯作全斷面（隧道）鉆掘機(jī)，英文縮寫為TBM（Tunnel Boring Machine），是專門用在開鑿隧道的大型機(jī)具。盾構(gòu)機(jī)作為裝備制造業(yè)標(biāo)志產(chǎn)品，據(jù)預(yù)測(cè)，2020年，我國將有36個(gè)城市擁有地鐵，城市軌道交通累計(jì)營業(yè)里程達(dá)到11042公里。據(jù)不完全統(tǒng)計(jì)，目前，我國大約有85%的盾構(gòu)掘進(jìn)機(jī)依賴進(jìn)口，歐洲和日本等公司的地盾構(gòu)機(jī)在中國的盾構(gòu)掘進(jìn)機(jī)市場(chǎng)上占主導(dǎo)地位。　盾構(gòu)機(jī)，是集光、電、機(jī)、液、傳感和信息等技術(shù)于一體的當(dāng)今***的超大型高精尖設(shè)備，廣泛運(yùn)用于地鐵、水電、城市管網(wǎng)等地下工程。通俗來講，盾構(gòu)機(jī)就像一個(gè)巨型電動(dòng)剃須刀，頭端圓形表面鑲嵌著密密麻麻的小刀頭，運(yùn)轉(zhuǎn)起來可以對(duì)細(xì)小的“胡碴”進(jìn)行刮除，面對(duì)堅(jiān)硬的巖石層，也能如“鋼鐵***”般掘進(jìn)隧道……

1：二手盾構(gòu)機(jī)主要進(jìn)口***一般是日本、韓國、德國、美國、俄羅斯、英國、法國、臺(tái)灣，西班牙，澳大利亞，加拿大等***，國內(nèi)對(duì)于二手盾構(gòu)機(jī)進(jìn)口海關(guān)監(jiān)管條件相對(duì)比較嚴(yán)格，首先需要企業(yè)開通備案系統(tǒng)做裝運(yùn)前檢驗(yàn)檢疫備案、國外裝運(yùn)前檢驗(yàn)檢疫證書，辦理進(jìn)口機(jī)電證等。

2：由于二手隧道掘進(jìn)機(jī)體積龐大重量超高超寬等特點(diǎn)，在海外提貨運(yùn)輸及海運(yùn)上都是需要提前考慮的問題，海運(yùn)需要提前預(yù)定滾裝船或是散貨船運(yùn)輸，裝卸加固等，并買好國際運(yùn)輸***。國內(nèi)清關(guān)后送貨過程中也要考慮所經(jīng)過的高速路及橋梁的承載力等，需要提前辦理大件貨物運(yùn)輸證盡量選擇夜里運(yùn)輸送貨事宜。

3：港口商檢如在抽查驗(yàn)證過程中發(fā)現(xiàn)質(zhì)量安全問題，各直屬檢驗(yàn)檢疫局應(yīng)要求進(jìn)口收貨人進(jìn)行限期整改或技術(shù)處理，同時(shí)按照《進(jìn)出口工業(yè)品風(fēng)險(xiǎn)預(yù)警和快速反應(yīng)管理規(guī)定》的有關(guān)要求報(bào)質(zhì)檢總局。對(duì)于經(jīng)整改后仍不符合***有關(guān)標(biāo)準(zhǔn)的，應(yīng)按照《進(jìn)出口商品檢驗(yàn)法實(shí)施條例》第十九條、第二十條的有關(guān)規(guī)定采取相應(yīng)措施。所以需要在進(jìn)口前規(guī)避相關(guān)風(fēng)險(xiǎn)項(xiàng)具體可來電咨詢。
