C-TPAT 是美國國土安全部海關(guān)邊境保護局 ( 即 US Customs and Border Protection ，簡稱 “CBP”) 在9·11事件發(fā)生后所倡議成立的自愿性計劃，并于 2002 年 4 月 16 日正式實行。透過 C-TPAT ，CBP 希望能與相關(guān)業(yè)界合作建立供應(yīng)鏈安全管理系統(tǒng)，以確保供應(yīng)鏈從起點到終點的運輸安全、安全訊息及貨況的流通，從而阻止***份子的滲入。 C-TPAT適用范圍：所有行業(yè)。

GSV反恐驗廠和SCS反恐的區(qū)別
一、名稱：
1、SCS評估全稱：Supplier Chain Security Audit
2、GSV認證：Global Security Verification
二、SCS驗廠標準的發(fā)起與制定者：wal-mart；
1、GSV認證：ITS
2、客戶反恐驗廠：買家（客戶）
三、SCS驗廠內(nèi)容：反恐
1、GSV認證：反恐
2、客戶反恐驗廠：反恐
四、SCS驗廠與GSV認證，客戶反恐驗廠的區(qū)別：
1、二者的發(fā)起方不一樣：一個為沃爾瑪發(fā)起，一個為ITS發(fā)起，以及買家發(fā)起；
2、驗廠執(zhí)行的主體也有區(qū)別：GSV由ITS執(zhí)行，而SCS則不一定，有可能是ITS驗廠，也有可能是其他公證行執(zhí)行評估，而客戶反恐驗廠則有可能由客戶自己來執(zhí)行，也有可能是其他公證行執(zhí)行；
3、二者詳細內(nèi)容也不一樣：SCS驗廠與GSV認證，客戶反恐驗廠因為制定者，出發(fā)點等的不一樣，所以，其內(nèi)容也就有差別了，否則，SCS評估，就沒有提出來的必要了。
4、還有其它諸如證書等方面都存在較大差異。
